Greg has been a Law Enforcement Training Specialist with the Bureau of Alcohol, Tobacco, Firearms and Explosives for 12 years where, in addition to his duties with Raven’s Challenge, he teaches in the Advanced Explosives Disposal Course, Certified Explosives Specialist Course, Post Blast Investigation Classes and the Advanced Explosives Investigation Course.
Prior to coming to ATF he was a Contra Costa County (CA) Deputy Sheriff and a Law Enforcement Officer/Bomb Technician with the California Department of Forestry and Fire Protection/Office of the CA State Fire Marshal for 35 years, retiring in 2008. He graduated from the FBI Hazardous Devices School in June 1990 (Class B-6-90) and served as a Bomb Technician and the Bomb Squad Commander for over 20 years.

Experience: Retired Army First Sergeant (26yrs of service), Managed the 52nd Group Training and Evaluation Cell, Master Instructor at the FBI Hazardous Devices School, and EOD SME and Liaison at Raven’s Challenge (Booz Allen Hamilton 3 yrs)

Program Analyst

Education: Bachelor of Science from Jacksonville State University in Law Enforcement Administration 1983, Numerous other certificates and courses related to explosives including Certified Explosives Specialist with ATF.
Experience: Deputy Sheriff from 1984-87, Bureau of Alcohol, Tobacco and Firearms Special Agent from 1987-2016. Supervised the ATF Response to the 1996 Olympic Games as well as the Atlanta Bombings investigation that ensued thereafter. Instructed at National Center for Explosives Training and Research as well as at the ATF National Academy for various classes including CES Basic, Post Blast Investigation, Basic Agent Explosives block, etc. He has also instructed Internationally at the ILEA in Budapest, Hungary

David Bebout
Public Safety Bomb Squad SME
DAGER Technology
Education: David Lipscomb College and Vanderbilt University 1985-1988, Hazardous Devices School Graduate, Tactical Bomb Technician, Hazardous Materials Technician, Underwater Explosive Specialist Instructor, and HSEEP Certified.
Experience: Retired Metropolitan Nashville Police Department (28 ½ yrs.) Served as the Senior Technician and Bomb Squad Commander. Currently serving as the SME for Raven’s Challenge (Booz Allen Hamilton 6 yrs.)

Robert “Austin” Wilbanks
Senior Technical Writer

Education: Bachelors of Arts Degree in Criminal Justice, with Honors, from The Citadel, Military College of South Carolina, graduation date May 2009); Hazardous Devices School (HDS, November 2015); Homeland Security Exercise and Evaluation Program (HSEEP, FEMA).
Experience: 13 years in Law Enforcement with 10+ years supporting the PSBS community in various roles (Local & State Law Enforcement, FBI Joint Terrorism Task Force Officer for Domestic Terrorism with TS/SCI). State Police Bomb Tech & Explosives/Arson K9 Kennel Master and Handler, SWAT Team/Advanced Explosive Breacher, Maritime Tactical Boat Operator/Diver/ Rescue Swimmer. Exercise Development & coordination of PSBS training evolutions and high-profile dignitary operations in support of State, Local and Federal agencies. Involved with Raven’s Challenge since 2022.

Education: Bachelor’s in Emergency Management and Disaster Preparedness, American Military University, 2012. Bachelors in Organizational Management, Warner Southern University, 2002. U.S. Army, Instructor Training Course, 2004
Experience: 40+ years supporting the EOD community though various roles as a Explosive Ordnance Disposal technician in the U.S. Army and as an instructor at the Hazardous Devices School in Huntsville, AL. Awarded the U.S. Army Legion of Merit, FBI Directors award for Excellence in Training and Professional Development, Achievement Medal for Civilian Service for course development from the Department of the Army. Been involved with Raven’s Challenge since 2014.

Isaac “Ike” Allender
EOD SME – Military/International Liaison
DAGER Technology
Education: Bachelor of Professional Studies in Business and Management, Master Explosive Ordnance Disposal Technician (Naval School EOD), United States Army Sergeant’s Major Academy Graduate
Experience: Retired Army Command Sergeant Major (28.5 yrs of service) awarded the Legion of Merit and three Bronze Star medals, most recently commanded the 52nd Ordnance Group and it’s 750 Soldiers and Civilians. Deployed five times to Afghanistan, Iraq, and Kuwait as an Explosive Ordnance technician, also served as a Military Police Officer with the 82d Airborne Division. Involved with Raven’s Challenge as an Observer/Controller since 2017 and full time since 2025.
